I didn't want to go into it on the list, but if you configure your systems
to accept email only from people you know OR from people who are willing to
pay to certify their email, you can effectively wipe out SPAM.  (If a user
is unwilling or unable to do this, perhaps he/she can talk his ISP into
providing such a service...)

Several variations on this proposal are currently in the early stages of
commercialization.  I'll be pleased to continue this off-list.
