[IETF-PKIX] Re patent 5699431 & PKIX



U.S. patent 5699431 is on the topic of crl distribution points and as
such is related to PKIX.

CRL distribution points are an optional item in the PKIX certificate and
crl profiles and I don't believe there is, or should be, anything on
distribution points which is mandated by any part of the PKIX
specifications.

The patent was just issued in December and an intellectual property
statement for submission to standards bodies, as required, is nearly
complete. We do plan to make the technology covered by the patent
available  fairly and equitably. Apologies for the delay, however we
believed that the disclosure was required at issuance, not application
and that is why it is only being done now. Is there an IETF procedure or
requirements specification related to this process so we can ensure that
we follow it correctly?
