[IETF-PKIX] PolicyConstraints Extension

Looking at section 4.2.1.12 of PKIX Part 1 the ASN1 given appears not to
be complete, and, on further investigation there appears also to be a
problem with the coding in appendix A ("PolicyConstraints Syntax" not
"PolicyConstraintsSyntax"), also, should there be some kind of reference
to CertPolicySet?

I have attempted to find some archives for this list but the reference
to the FTP site on the IETF page is broken.
