I agree with Tim here. The character set issue is unbounded and is very
likely to change over time. Case matching and composition is only easy for
Latin-based characters, and even then has wrinkles that typical
implementors are sure to get wrong (such as locale-based sorting and
capitalization rules). I think the best thing to do is to tell people not
to rely on exclusion rules that are based on ranges of non-ASCII characters
and be done with it, since trying to over-specify now will still lead to
changes in the future when the Unicode folks change the rules, which they
might.
