Banks are never going to want a global PKI. Third party transaction
organization has the least possible application in the banking
industry, where the main function of the industry is itself management
and handling of transaction risk. Indeed, the actions of companies
like Verisign to try to eliminate their liability all but eliminate
them from usefulness to the banks.
Remember, we are talking here about "Global" public key
infrastructure. Public key methods are obviously of use. "Global"
public key infrastructure is not of obvious use.

"Don't care" is different from "don't need" or "don't want". Sure, we
can build computerized tongue depressors, but will the hot dog vendors
the eager manufacturer is targeting WANT computerized tongue depressors?
