Which (whose) directory? :)  Surely not all of them.

Hm. I think you're actually trying to find a way to avoid
sending a cert chain.  Seems to me that an AIA extension
and just sending the end entity cert probably cuts down the traffic
significantly (what's the average chain length in use
or expected to be in use?  Your guess is as good as mine) --
at least in half.
