PKIX CMP: Transaction Identifier in use

	According to the CMP spec. (RFC2510) the CA
	is supposed to reject the initialization
	request (B8) if the transaction identifier
	is in use.  Should there not be a
	bit in failure information in the error message
	indicating the same so the client programs
	can automatically recover and send the same 
	request with a  different identifier?
