Sorry, forgot the constant term. Should be
 
     1/T = SUM a(i)/T(i) + SUM SUM b(i,j)/T(i)/T(j) + c
            i               i   j
 
where j>=i, a(i), b(i,j) and c are determined through statistical regression.
If environmental factors other than cert hold attributes are important,
they can also be included in the life equation.
