Re: Deprecate the NR bit?
I concur that it is at a higher level that the application of the NR bit
must be determined, but without deprecating it. The general context in
RFC2459 provides a workable starting point for a much broader discussion
context which involves digital signatures, legal intent, legal identity,
and eventually case law.
