Ummm, actually RFC 4677 is an excellent document, but it's not normative 
(Informational).

The RFC that discusses working group consensus and decision making at 
meetings/onlist is RFC 2418, AKA BCP 25, "IETF Working Group Guidelines and 
Procedures", especially around sections 3.2 and 3.3.
