You know, since the registration exists already, it's possible that the
downref could be allowed at publication time.

Or, better yet, how about:

 - have a normative reference to [tls-unique] as in the I-D right now

and

 - have an informative reference to draft-altman-tls-channel-bindings.

A creative idea, maybe too creative :)

But at least readers will be able to find whatever RFC number
draft-altman-tls-channel-bindings is ultimately published as, either by
looking at the IANA registration for tls-unique or by looking in the I-D
DB for draft-altman-tls-channel-bindings.
