Proper for who? If a schema is named by an OID in one system and a
text string in another system which one gets to say it wins? E.g. the
IWPS schema might have a version for LDAP and a version for rwhois. One
would use OIDs while the other wouldn't.

Leslie might be working on the whois++ version (I think. Leslie?). I'm
working on the rwhois one. I don't think either will use OIDs simply
because OIDs are alien to both. I'm willing to bet someone will also
be registering ph schema and I know they don't use OIDs.
Most of the discussions dealing with METAD have been around using
text/directory profiles as its schema identification system.
Anyway, this is the reason why we decided that, if your going to mandate
OIDs to identify the schema that the system would have to create its own.
Now, as to the decision to mandate identifying the schema by OID, I personally
don't care. As long as the sequence, version, type, stuff is there
in the filename/identification string the user sees/uses.
