Yes, I believe so. Viewing the service from a high-level point of
view, the metadata in the listing service really serves a single
purpose: cataloging listings by characteristics not contained within
detailed specifications of discrete schema elements. Such discrete
schema elements are referenced in the metadata by a URL based on
the file name that contains the specification of the details.
A DTD could be considered one such discrete schema element type
for the case of listing XML schema.

To a certain degree this will be unavoidable. We cannot accurately
predict requirements for listing schema of yet-to-be-invented (or even
all existing) protocols/technology. We are revising the various documents
published to date to make them and the service platform as extensible as
time permits. They _should_ be on their way to the I-D editor before
monday, next week. Stay tuned...
