listingName questions

Section 3.1 in in -metatdata-00 has a few problems that I'd like
clarification on as I code the project.

First, it allows version numbers with multiple periods. I assume that this
is an oversight on Chris' part, since he took this syntax out of the
-file-list document. Is this OK with everyone?

Second, I think that having people turn in listing requests with their own
OIDs seems wrong, but -proc-list doesn't preclude this. I'd like to see a
requirement that the listingName field in a request consist of:
"base" . sequence . version
such as:
base.12.3
That way, the service would fill in the base number, and the requestor
can't request a listing for a base other than the IANA base.

Do others agree with this?
