RC2ParameterVersion in example 6.3

Example 6.3 in examples-10 states that the example is "Basic encrypted
content, RC2/40 and RSA".  The RC2 parameter value is:

 248 02    1:             INTEGER 58

Which I believe corresponds to a 128-bit effective key length, not a
40-bit effective key length.
