SMTP (821) is the transport. What comes between DATA and CRLF.CRLF is
defined by 822. SMTP's only involvement is in the 7-bit vs 8-bit issue.
Mostly we're arguing here about 934 and other changes to 822.
Why is the SMTP WG talking about changes to things outside of 821?
I think we should work out a small, quiet proposal for changing SMTP
to add 8-bit support and anything else that will make it more flexible,
then disband this WG and reform with some other name and charter to go
talk about multiple body parts, encoding methods, new headers, user-
agent changes, and so on.
