 Absolutely right.  There is an efficiency loss.  And there is a cost
for enduring this efficiency loss.

 There is also a substantial cost for junking all existing software and moving
to something new.  It may be many years before the volume of traffic in 8 bit
data is enough for the tradeoff to warrant redoing SMTP.  (And who know -
by that time we might all be using X.400 anyway).

 Let's give some thought to cost benefit ratios.
