changing 821 and 822



Well, I really do not see why we need to change 821 and 822 to
do the international character set stuff.

We have 1049 and 1153 with provisions for defining encodings.
Ther we could define an encoding of these 8-bit characters (and more)
- or the Japanese 2022 encoding - preserving ASCIIness. 

This would need no change of 821 or 822, no change of existing MTAs nor
MUAs for interoperability - if the encoding we chose would be readable/
writable from a dumb MUA. Intelligent MUAs could do a better job on
presenting and generating international mail.

uucp today is already 8 bit. And sending 8 bit in different character
sets lik 8859-1 and IBM CP 850 gets more and more commonplace these days.
Allowing some way to specify 8-bit mail for uucp amongst others would
help a problem already existing. This could be done by the 1049 and
1153 headers too.
