Do you know of any such host(s)?
I've been running various tests, both intentional and inadvertent
(as users send 8-bit messages); and have yet to identify any host
that actually fails in some way (other than munging the mail).
Most receivers strip the 8th bit, or (the implementor never having
been so silly as to clear it gratutitously) pass it through. MMDF
has the nasty habit of actually discarding the characters. But
neither break.
If there is/are any such implementation(s), I would like to know.

Which is why I contend that the "best" thing for a mailer to do
with an 8-bit message is just send it anyway, and thus the negotiation
is not useful.
