I think this, then, is the major problem with the multi-media idea.
It's not quite that all-encompassing as you think it is, and going for
multi-media mail just to get 8-bit text is perhaps a major incentive
to go for multi-media mail, but people are going to stay with 7-bit
ISO 646 variants for ages if that is the alternative.
