Yes, in this case a multi-charset representation is clearly essential. 
I didn't mean to imply that it was never essential, merely that for a
very common operation -- excerpting another's message and commenting on
it -- the multiple-encapsulation method would suffice.

I assume that anyone who wants to include Swahili & English in the same
sentence is going to be using a multi-charset mechanism to begin with. 
The nice thing about encapsulation is that it will work for people who
don't work that way, e.g. people who can read multiple languages, but
generally compose messages in a simple single-character-set environment.
