I *could* argue that ASCII defines the escape character to be
something that introduces certain semantics, depending on the
following octets, but I won't.
Also, TEXT-HEX wouldn't have ASCII semantics either, so...
*Anyway* this is quite irrelevant in this SMTP list, since I think we
can agree that SMTP simply says that 7-bit codes are transported.
The Content-Type and Content-Encoding headers are 822 issues, so I'll
address these in a message to the 822 list.
