handling 8-bit

  I am quite strongly of the opinion that 8-bit wide transport should mandate
that the message transported have full and correct MIME headers.  If we don't
require that, the whole thing will lead into utter chaos in our mail system,
IMNVHO.  Gateways will be a much worse nightmare than at present if we don't
mandate this (to give a particularly scary example).
