Small point about Intro and Framework in the current 3 docs.  

The Framework section specifies a technical base for implementations using 
the Extensions.  As such, it is a mandatory part of the Extensions doc, 
rather than being appropriate to move into some other doc.  

Note that it took over a week to find out that failure to read the text 
that is now labeled Framework (but was previously labeled Introduction) 
resulted in strong criticisms about character-set deficiencies in the 
current specs.  So it would be tough to call the Framework text only 
'background'.
