As I understood it, the original proposal was to just pass this stuff
over 8BITMIME, then there was a proposal to create a separate extension. 
The difference between the two was controversy about whether passing
binary over 8BITMIME was reasonable/rational/feasible or whether it
would push the boundaries too far.   If that controversy is real, rather
than one voice in the wilderness, then there is a case to be made for
either clarifying it out of existence or explicitly legitimizing it.
