Behavior when /tmp is full

Perhaps this isn't the right forum, but I will try it any way.

I run sendmail.  When my /tmp is full and people try to send me mail,
the mail is bounced immediately instead of trying again for 3 days.
Is this a general "feeeeture" of sendmail?  or just a locally buggy
version?  or is there some parameter somewhere that can be set to fix
it?

(A feeeeture is bug that isn't going to be fixed because it is
not perceived as a bug by the designer :-)
