Under current IESG balloting rules, a document absolutely cannot move
forward over the objections of two IESG members. So if two IESG
members tell you that changes have to be made to a document, that's a
very reliable indication that IESG won't let it move forward.
If the TLS WG chair requests a formal statement from IESG, I'm sure
that IESG would comply with the request...but as IESG would have to
draft a response, it probably wouldn't happen until after the next
IESG meeting in late August. I'd hate to see the TLS work delayed
that long.
I don't think this group is at an impasse. To me it looks to me like
the two sides are approaching mutual understanding and perhaps even
closure.
