I think the problem with Munich is that too many key people can't be there
(including the editors). Also, I believe that no one submitted to Win any
proposals for the agenda, thus illustrating a lack of interest in doing
something this time.

Hopefully we will gather in the Fall IETF meeting to celebrate the RFC and
start working on followup documents.
