I'm not convinced that's true.  I think we're just getting tired.

Personally, I still think mandatory cipher suites are bad in the base
document.  As much as it pains me to see the process delayed, I don't
think
we should rush forward without enough time to achieve consensus.  On the
other hand, if we can move forward but still revisit the issue later,
then
that might be acceptable.
