Application for CAST5-128 cipher suites

I hereby present an application for adding five new CAST5-128
cipher suites for the TLS standard before it becomes an RFC 
status. 

CAST5 is described in RFC2144 'The CAST-128 Encryption Algorithm'.

  CipherSuite TLS_RSA_WITH_CAST5-128_CBC_SHA
  CipherSuite TLS_DH_RSA_WITH_CAST5-128_CBC_SHA
  CipherSuite TLS_DH_DSS_WITH_CAST5-128_CBC_SHA
  CipherSuite TLS_DHE_RSA_WITH_CAST5-128_CBC_SHA
  CipherSuite TLS_DHE_DSS_WITH_CAST5-128_CBC_SHA

The identifier still has to be specified. As much as I know there is a 
free space between { 0x00,0x1C } and { 0x00, 0x2C }. So we could reserve
{ 0x00,0x1C } up to { 0x00,0x20 }.
