The problem with different representations of the same name is
not constrained to the reading agents. Also relayers must be
aware of it. If there already is a se.test.räksmörgås with pre-
composed letters, and a newgroup message comes with the name
being "spelt" with non-spacing accents, the relayer must not
create a new group.

Note that this is not a theoretic problem, but exists already
today. Of course not with non-spacing accents, but it's easy
to find pair of groups that obviously are the same, but which
differs in spelling because someone messed up.
