As Charles Lindsey pointed out we have a problem with blank text being
allowed by email. Can someone suggest a formal definition of
"non-blank-text" that we can use throughout the document. I have added a
bit her but a nicer one would be better (nagging feeling I have written
this wrongly).

The Summary header content is a short phrase summarizing the article's content.

summary-content = non-blank-text CRLF non-blank-text = 1*(FWS text)

The summary SHOULD be terse. Authors SHOULD avoid trying to cram their entire article into the headers; even the sim- plest query usually benefits from a sentence or two of elab- oration and context, and not all reading agents display all headers. On the other hand the summary should give more detail than the Subject.
