How about a pair of headers, where the first lists which headers are
signed, and the second is the signature? The transport can reorder
the headers all it wants, because they should be shuffled to the order
specified in the list header before the signature is checked. That
could also be done in a single header, of course. If those headers
are numbered or labelled, then there could be additional signatures
added (by sites, moderators, etc.)
Sig-List-1: From, Newsgroups, Organization, Subject, Keywords, Message-Id
Signed-1: asdfasdfasdf;lkjsdf
Sig-List-2: Message-Id, Approved
Signed-2: asdfasdf;jkkj;lasdf
