I'm afraid this is pretty much my opinion of permanent IDs as well, which
is why I'd like to see them clearly separated from article names (which
this proposal doesn't do).

Article names are a considerably easier problem to solve, since you can do
this by taking on another overview-like mechanism (or even by overloading
.overview, but that's not very efficient), and you don't have to worry
about uniqueness.
