Unfortunately this is not the case.
I have at hand the example of rec.music.makers.guitar.tablature, which
becomes moderated a couple of years ago. Not all newsservers
upgraded their active file, so every now and then someone sends
an article from a site where the group is not moderated. The article
appears locally, but it seems that *some* (not all!) of the peers of
that news server, which have the correct labelling of the group,
decide to send the article to the moderator.
