(1) The newsgroup might be local to the server.
(2) The article might have come in from the only other server that this
one feeds that newsgroup to.
(3) The server might not talk to any other servers -- it might exist
solely for internal newsgroups.

However, since there isn't a clause in there about "not accepting", the
wording would have to be changed to make this possibility clear.
