I vote for option three, which is that the standard we create
specifies that there can be one and only one "<dash><dash><SP>" signature
separator per article. If a signature is to be added to a posting that
already has a signature, this should be added and a different separator
created that varies from the standard signature separator by some
algorithmic method (maybe an extra <dash> at the beginning, or maybe
<dash><SP>, or whatever).
Ambiguity is bad. I think we should do whatever we can to avoid it.
