Yes. Or even better, a nocem-like rating system which allows 3rd parties
to _rate_ articles. So they would not say "delete this article" but
"this article is spam", "this article contains coarse language", "this
article contains an invalid email address", ... and leave it to the
individual admins how to react to certain ratings from certain 3rd
parties.
E.g.:
From: "NoCeM" <nocem@nocem.org>
Newsgroups: example.nocem,example.affected.group1,example.other.affected.group
Control: rate
<aljflasjdakd@example.com> spam/uce; bi=12.1
<ladkaldkaldk@example.com> spam/mmf
...
But I would rather leave that to a separate document.
