I think it would. On the other hand, I like the idea of being able to say
"and these groups *were* deleted recently", even if it's effectively only a
comment.

Why UUCP in particular ? Better would be something like:
There is no requirement for relaying agents to support these commands but,
if they do so, they must conform to all requirements given here.
