Note that for newgroup, we have the option of simply replacing the
old version. Which is to say, keep newgroup as it is, and define
a new message creategroup, which has the parameters and syntax we like.

Yes, it means doing both forms for a while, the newgroup for old sites
and the creategroup for new ones. Systems that are new would simply
ignore newgroup, or take the extra effort to put in code to handle a
newgroup coming before a creategroup.
The edict simply goes out -- creating a group? Send out both messages.
The number of people creating groups is so tiny that I see no major
downside to this.
Once you get past the newgroup syntax, you can have all the parameters
you want. The new group types, short and long descriptions, web URLs,
help pages, anything you like. (The body of the new message would of course
have an extensible syntax for any attributes that might come with it.)
