The syntax I have written for Control messages as a whole is the minimum
that is consistent with current implementations (it must be, otherwise
they would not be working). As to whether they would break if semicolons
and the like suddenly started appearing in new control messages, I have no
idea. You are the only one proposing this, so it is your job to dig out
the facts.
