Sure, I know sendmail munges those characters in headers. One day they
will fix it.

But in the meantime, encapsulating in either message/news, or
message/rfc822, or application/news-transmission will get it through
sendmail quite well, provided 8BITMIME is in use (because the Newsgroups
line, or whatever is causing the problem, is not then within what sendmail
considers to be "headers" for its purpose).
