It was written into the draft a long way back, and excited little comment
at the time. It will come up again for full discussion when we come to the
chapter which includes the duties of various agents.

But there is no transition. This has always been a proper way to send
articles to a moderator. CNews has been doing it for many years. Any
script that does not cope with it is already broken.
