That's a lot of very independent servers run by various parties. It might
be simpler to try to make sure the major moderation packages are upgraded
to handle it (STUMP alone will catch quite a few groups) and then have
someone volunteer to run a separate munging server for those moderators
who wish it.

This should probably all wait until we've gone through that section,
though, and worked out exactly what the format will be. Then procmail
recipies and the like can be worked out to handle it and moderators can
start including that in their software.
