Just the style of the person who originally wrote it (can't even remember
who it was now - could he please own up?).
Yes I agree it is a bit verbose, though it needs to be more complex than
the Organization header because there are compatibilities with the
corresponding HTML feature to be discussed.
I would be happy to receive suggestions for shortening it.
