That practice should be deprecated. Moderators shouldn't be modifying
message IDs; it can lead to loops and other unpleasantness. Currently
they have to do so to some degree because messages come through mail and
mail message IDs aren't necessarily valid for news; with this standard,
we'll standardize an encapsulation protocol for sending messages via
e-mail and the encapsulated article must have a valid message ID already.
Anyway, moderators aren't part of transport, so this section doesn't
really apply to them.
