The MUST for followup and the MAY for posting agents seems
inappropriate, I'd say they should be the same whichever is decided upon
(in fact I'd like to shift it completely and put the burden upon the
server/injecting agent).

(Also, I see this situation mostly with private and public servers, in
which case the followup agents may not have the ability to post to
both).

I also find the alert for the posting agent and no alert for the
followup agent, a bit weird (I don't think that's what is meant, but it
is how it reads to me at least).
