XHDR/XPAT/PAT can be used to decide what articles to grab, and NEWNEWS
always had a distribution parameter. They rarely get checked though.

We use embedded filters. There is a filter rule in widespead use
right now, to drop only newgroups and rmgroups with a
'collabra-internal' distribution.
