Yes, in the NNTP archives I saw a remark from one of 977's writers
that if they had their own way, the parameter wouldn't have been
there. However, in at least one private implementation and now INN,
there is NOV-based NEWNEWS which suggests an obvious solution to the
problem of digging through all those headers. I haven't been
following the NNTP group very closely; how far along are they? Would
there still be time to keep that option from being killed?

*sigh* yeah, it's version dependent. OTOH, mostly what I was hoping
to convey here is that servers have grown some largely untapped
capabilities, and that Distribution: suffers more from simple disuse
than insurmountable deficiencies in its traditinal form.
I do kind of like the !somewhere usage in articles, but have doubts
about its adoption given how often path exclusions are overridden.
