Well, you could subdivide regional hierarchies. But I don't think it is
possible or even desireable that this is supported this way by NTAs.
So it would just be use to avoid name clashes, which IMO is worth it.
E.g., we could reserve all names consisting of two letters or starting
with two letters followed by an "-" for national hierarchies.

Excuse me? Distribution are parsed as often as newsgroups. NTAs must
parse it if they want to know wheter to accept and forward a posting.
And, if comments will break existing software, it is not a good idea to
allow it.
